In a bid to ease the tank-aircraft fuel intake system at the Tribhuvan International Airport (TIA), the government is preparing to develop a network of underground piping system at the airport that will transport fuel from tanks to aircraft directly.

This process of refilling fuel in aircraft is popularly known as ‘fuel hydrant’ in the aviation industry.

As TIA is currently undergoing reforms and expansion, Nepal Oil Corporation (NOC) has requested the Ministry of Culture, Tourism and Civil Aviation (MoCTCA) to provide space for a fuel hydrant system while reforming the country’s sole international airport.

Currently, aircraft fuelling process at TIA involves a number of tankers that transport fuel from the storage tank to the aircraft.

“Adoption of the new system will ensure efficiency while fuelling aircraft, especially in the backdrop of some aircraft having high capacity fuel tanks that requires NOC to use multiple tankers for fuelling aviation turbine fuel (ATF),” said Sushil Bhattarai, acting deputy managing director of NOC.

Citing that though developing the fuel hydrant system requires a huge budget, it is crucial to ensure safety at TIA, Bhattarai said that MoCTCA should highly prioritise this plan and address it through upcoming budget.

As NOC has limited fuel refilling equipment at TIA, Bhattarai said that supplying fuel to aircraft through pipeline will reduce the demand for such refilling equipment.

Expansion and standardisation of fuel storage and refilling facility at TIA is crucial also to address the soaring demand of ATF at TIA following extension in the operational hours of TIA to 21 hours a day, according to NOC.

Meanwhile, MoCTCA also believes that it is necessary to develop an underground fuel storage facility at TIA to reduce the risk of accidents.

A few days back, Rabindra Adhikari, the minister for culture, tourism and civil aviation, had said that the government is coordinating with NOC to develop underground fuel storage facility at TIA.

Backing Adhikari’s plan, Rajkumar Chhetri, general manager at TIA, said that in the long run the fuel storage tanks at TIA should be converted into an underground storage facility.

“Fuel hydrant system is efficient while filling fuel in aircraft. However, all fuel tanks should be developed underground to minimise the risk of accidents at TIA,” said Chhetri.

Moreover, Chhetri also informed that TIA is ready to provide necessary land for the development of underground fuel storage tanks in the northern part of the domestic terminal building.

Govt likely to scrap West Seti deal

Upset with the dillydallying and one after another condition put forth by the Chinese company, the government will most likely scrap the deal of West Seti with China Three Gorges Corporation (CTGC).

The memorandum of understanding (MoU) between Investment Board Nepal and CWE Corp – a subsidiary of CTGC – was signed to develop the 750-megawatt West Seti Hydropower Project in February 2012.

CTGC and Nepal Electricity Authority had agreed to form a joint venture company – West Seti Hydropower Project Development Ltd – in November last year, in which NEA would have 25 per cent equity investment, whereas CTGC would hold three-fourth of the stake. The company has to allocate 10 per cent shares to the public. The project was expected to be completed at a tentative cost of $1.81 billion in 79 months.

However, CTGC, which had signed a joint venture agreement – five years and eight months after the MoU was signed – to start the project within two years, started putting forth various conditions, like capitalising the investment during the time of study, demanding exclusive tariff rates for power produced in wet season, sovereign guarantee of the Nepal government to obtain loan from the ExIm Bank of China, among others.

Against this backdrop, the 29th board meeting of the Investment Board Nepal led by Prime Minister KP Sharma Oli, on March 10, had formed a study committee under the convenorship of then secretary of the Office of the Prime Minister and Council of Ministers, Mahendra Man Gurung, to look into the matter and submit a report within a month. The committee has already prepared the report and submitted it for discussion over the next board meeting of Investment Board Nepal.

According to Gurung, indications are not favourable towards CTGC. The study committee has recommended scrapping the MoU and selecting a developer through competitive bidding or holding negotiations with the Chinese company one more time to reduce the capacity of the hydropower project to 550 to 600 megawatts. The Chinese company had also discussed with the government officials that the project cannot be developed at 750 megawatts due to changes in hydrology in recent years.

The study has stressed on competitive bidding for transparency and expediting the project as the reliability of the Chinese company has already been tested in West Seti.

The next meeting of the IBN will decide the fate of the project, according to members of the study panel.

Process of splitting CAAN in limbo

The government has been delaying the process of dividing the Civil Aviation Authority of Nepal (CAAN) into two separate entities — regulatory body and air navigation services provider.

In 2012, the government had formally announced that CAAN would be divided into two separate autonomous entities, but till date not much has happened on that front.

The government had said it would create two entities by dividing CAAN so as to improve the regulatory mechanism and also to develop civil aviation infrastructure. However, the Ministry of Culture, Tourism and Civil Aviation (MoCTCA) — the parent ministry of CAAN — has not taken any concrete step to that effect.

“We had framed a draft regarding splitting CAAN and forwarded it to the Cabinet, but it was sent back to us citing that we had missed some technical details,” said Buddhisagar Lamichhane, joint secretary of MoCTCA. He added that the ministry had forwarded the draft document to the Ministry of Law, Justice and Parliamentary Affairs for further feedback but there has been no response till date.

CAAN was established 20 years ago and it has its own Civil Aviation Act. As per the act, it has been working on aviation services and safety, air transport and surveillance as well as the development of airport infrastructure.

“The government should introduce appropriate laws and split CAAN into two separate entities as soon as possible,” said Dinesh Shrestha, former general manager of Tribhuvan International Airport (TIA).

“Nepal is the only country where the government not only frames the laws but also operates airlines, airports, air navigation services and conducts other aviation monitoring activities,” he added. “The proper practice would be to separate CAAN into different entities.”

“It is very important to create two separate entities as there is a policy at the International Civil Aviation Organisation (ICAO) that promotes autonomy for the air navigation services provider, and its separation from the regulatory oversight function,” Shrestha stated.

According to him, this delay in splitting CAAN has directly affected the entire civil aviation sector and also created a bad image of the nation.

As per Rajan Pokharel, deputy general manager of CAAN, the MoCTCA is keen on separating CAAN and has also taken suggestions from the regulatory body regarding that. “It is the duty of the state to implement the safety standards, policies, and guidelines as per ICAO standards and industry best practices as applicable,” he added. “And this is one of the main reasons why CAAN needs to be separated into two different entities so that the safety and security standards that are required as per global aviation standards can be maintained.”

The government has transferred 28 joint secretaries today, including Rupnarayan Bhattarai, the former director general of Department of Transport Management (DoTM).

Bhattarai, who was transferred to the Ministry of Physical Infrastructure and Transport (MoPIT) a few days ago on charge of not being supportive to the MoPIT, has now been assigned to the Ministry of Labour, Employment and Social Security (MoLESS).

Bhattarai, who had played an important role to reform the country’s public transportation industry, was transferred to MoPIT on May 19.

Despite public pressure, Minister for Physical Infrastructure and Transport, Raghubir Mahaseth had transferred Bhattarai to MoPIT.

Following his transfer to MoLESS, Bhattarai said he will not tolerate anomalies and illegal practices in any sector irrespective of the agency he has been given the responsibility of.

Along with Bhattarai, the government has also transferred 27 other joint secretaries, including Gopi Krishna Khanal, Shankar Aryal and Janaki Ballav Adhikari of the Ministry of Industry, Commerce and Supplies; Tulsi Prasad Gautam of National Planning Commission; Dinesh Bhattarai of the Ministry of Culture, Tourism and Civil Aviation, among others to various other government agencies.

CCB’s new branch

Nagarkoti wins Surya Nepal Premier

Shivaram Shrestha squandered a four-stroke lead and surrendered to Bhuwan Nagarkoti on the second extra hole in the final round of the Surya Nepal Premier Golf Championship at the Gokarna Golf Club today.

Shrestha was four shots ahead with 10 holes remaining and melted down on his own before Nagarkoti hit back in the back nine to force the playoff. Shrestha got the lifeline after Nagarkoti failed to make the birdie putt from five feet on the final hole as both the pros ended at 12-under 276 after carding one-under 71 each in the final round.

Shrestha earned a second chance after Nagarkoti missed the birdie putt from 10 feet on the par-3 10th hole. But the Nepal No 1 pro hit a wayward tee shot that saw the ball into the jungle to the right of 10th tee box. Somehow Shrestha managed to find the edge of the green with his approach shot but again failed to make the birdie. On the other hand, Nagarkoti did no mistake this time around and held his nerve before rolling the ball down the green into the cup for the winning birdie putt.

Nagarkoti fell behind on the first hole after the home club pro three-putted for a bogey before Shrestha extended the lead to three shots with birdies on the third and seventh holes. Nagarkoti faced a bogey on the eighth and Shrestha opened up the four-stroke lead with a par. Nagarkoti cut the deficit on the ninth and according to him the birdie before taking the turn was the turning point of the match.

“I was already four strokes behind but the birdie putt on the ninth hole gave me the confidence and I could get back into the game,” said Nagarkoti. “I was able to get a birdie on the 12th and that further put pressure on his opponent,” added Nagarkoti, who managed to cut the deficit to just one shot after Shrestha faced a bogey on the 14th hole. “I had a great chance on 15th as Shivaram had already overshot the green with his third shot. But I too could not control the shot and had to settle for a par,” he added. Shrestha two-putted for a bogey on the par-5 hole.

Both the pros went neck-to-neck on the next two holes before Nagarkoti put himself in strong position with a brilliant approach shot on the final hole. But he failed to grab that opportunity and had to play two extra holes to capture the third consecutive title, fourth of the season and sixth overall.

Along with the trophy, Nagarkoti received Rs 230,000 and he was just Rs 43,700 behind Shrestha in the Order of Merit. Nagarkoti earned a total of Rs 760,550, while Shrestha retained the top status with the earning of Rs 804,250, thanks to the second-place pay cheque of Rs 140,000.

Nagarkoti was little unhappy of not getting to the top. “My ultimate target is to become the No 1 pro of the country and I will continue pushing hard until I get there,” said Nagarkoti.

Shrestha blamed his putter for the loss. “The putter deceived me today, otherwise I played well,” said Shrestha, who described the final tee shot as a horrible one. “May be because of the sweat, I lost control over the driver.”

PGTI regular Toran Bikram Shahi (73) finished third at four-under 284 earning a cheque of Rs 95,000, while Army Club pro Dhana Bahadur Thapa (72) came fourth at 285 and he got Rs 77,500. Sanjay Lama, who joined a club in the UAE as a teaching pro a couple of months ago, was fifth at 287 after he played a round of 73 that earned him Rs 69,000, whereas first-round co-leader Bal Bhadra Rai (72) of Dharan earned Rs 63,000 after he finished sixth at 290.

JayaramShrestha and Dinesh Prajapati shared the seventh position at 291, while Krishna Man Rajbahak finished ninth at 292. Purna Prasad Sharma and Rabi Khadka shared the 10th position at 293.

In amateur section, Sunil KC edged No 1 golfer Tanka Bahadur Karki in count back to win his first career title. KC played a round of three-over 75, while Karki faltered to 76 as they were tied at four-over 292. Prithvi Malla (73) finished third
at 294.

In all, 56 players — 42 pros and 14 amateurs — participated in the 10th and final event under the Surya Nepal Golf Tour 2017-18. The field also included Feroz Ali Mollah but the former India No 1 pro missed the cut by a stroke. Managing Director of Surya Nepal Pvt Ltd Abhimanyu Poddar,  President of Nepal Golf Association Tashi Ghale and Founder President of Nepal PGA Ghana Shyam Thapa gave away the prizes to the winners of the event that carried a total purse of Rs 1.26 million.

Member of Parliament Jeevan Ram Shrestha urged the government to put the hosting of 13th South Asian Games in top priority in the Policies and Programmes.

Commenting on the government’s Policies and Programmes presented by President Bidhya Devi Bhandari in the parliament on Monday, Shrestha said sports could unite the whole nation and bring the people in a single platform.

“We are hosting the 13th South Asian Games next year and I think it would be easier if the government includes that in the Policies and Programmes,” said Shrestha, who is also the President of Nepal Olympic Committee and the South Asian Olympic Council.

Shrestha also demanded the inclusion of the provision of providing the athletes with lifetime allowances. “The athletes have made the country proud time and again and they deserve allowances. I urge the government to add the provision in Policies and Programmes so that the athletes feel honoured,” he added.
