PARIS: France must cope without in-form Dimitri Payet at the World Cup after the forward was ruled out of due to injury on Thursday and Alexandre Lacazette was omitted from the squad.

Arsenal striker Lacazette, who scored 14 goals in 32 Premier League appearances this season, features in a list of 11 players on stand-by should one of the 23 men selected by Deschamps get injured before the coach hands his list to FIFA on June 4, 10 days before the start of the tournament in Russia.

There is no such hope for Payet, however, as he sustained a muscle injury in Olympique de Marseille’s 3-0 defeat by Atletico Madrid in the Europa League final on Wednesday.

“He was a serious candidate for a place in the 23 but for this kind of injury it’s usually three weeks of recovery,” Deschamps told reporters.

“And there is a risk of hurting yourself again with this kind of injury and I must give my final list to FIFA on June 4.”

As expected, Real Madrid striker Karim Benzema is not in the squad after being snubbed since being involved in a sex tape-blackmail scandal in 2015.

“Players have repaid my faith and I put the group above everything,” Deschamps said.

Deschamps will rely on a strike force of Antoine Griezmann, who scored twice in the Europa League final, Chelsea’s Olivier Giroud and Paris St Germain forward Kylian Mbappe.

Manchester United’s Anthony Martial is also on stand-by as Deschamps preferred Barcelona’s Ousmane Dembele.

“Like every time, some players will play, others will not play at all. The most important thing is the life of the group,” Deschamps said.

Les Bleus, who take on Australia, Denmark and Peru in Group C, begin their training camp on May 23, with only Raphael Varane missing out on the start as he will play in the Champions League final for Real Madrid three days later.

The squad, without injured centre back Laurent Koscielny, lacks experience, with an average age of 26 and only nine players from the group who reached the Euro 2016 final.

“There is less experience but there still is ambition,” said Deschamps, who surprisingly called up Sevilla midfielder Steven N’Zonzi and left out PSG’s Adrien Rabiot.

“He plays the same way as N’Golo Kante. Adrien (Rabiot) suffered from the competition with Pogba, Tolisso and Matuidi,” the coach said

Kavre’s Nagidanda identified for airport construction

Kathmandu, May 17

The technical study group (TSG) formed to suggest the government on possible ways to address air traffic congestion at the Tribhuvan International Airport (TIA) has recommended the construction of a domestic airport in Nagidanda of Kavre as an alternative to the domestic section at TIA.

Submitting its study report to the government today, TSG suggested the construction of a domestic airport at Nagidanda or Chisapani Thulichaur of Kavre, but termed Nagidanda as ‘comparatively more feasible’.

“Nagidanda site is the best among different indicated sites for the construction of a domestic airport to manage congestion at TIA. However, issues like metrological condition (wind and visibility) at Nagidanda, instrument flight procedure, air traffic management (ATM) procedure and safety assessment with respect to TIA must be addressed at the very beginning of the project cycle,” the report reads.

Following severe congestion problem at TIA in recent years, the Ministry of Culture, Tourism and Civil Aviation (MoCTCA) is planning to construct a new airport close to Kathmandu Valley and shift domestic flights that are operated from TIA in the long run.

Almost a month ago, MoCTCA had formed the TSG that comprises aviation experts to study the prospects of constructing a domestic airport in Kavre.

The TSG report states that construction and operation of a domestic airport in Nagidanda will reduce almost 20 per cent traffic load at TIA. Similarly, 20 per cent communication load of air traffic control (ATC) at TIA will be reduced if helicopter operation from TIA is shifted to the yet-to-be-constructed domestic airport at Nagidanda.

Similarly, operation of airport in Nagidanda will reduce the frequency congestion on Kathmandu approach, TIA tower and TIA ground, states the report.

However, the TSG report has stated a few issues like the very short aerial distance between Kathmandu and Nagidanda (8.5 nautical miles), lack of wind and visibility data of Nagidanda and partial restriction due to terrain for approach, among others, should be addressed to construct the airport in Nagidanda.

Similarly, the report has also said that the connectivity infrastructure from Kathmandu to the proposed airport location needs to be addressed by the government.

Government preparing to transfer DG of DoTM

In a twist to the ongoing anti-transport syndicate campaign that the government is running, the Ministry of Physical Infrastructure and Transport (MoPIT) is preparing to transfer the Director General of Department of Transport Management (DoTM), Rupnarayan Bhattarai, who has been a persistent force in bringing the syndicate practice in the transportation sector to a rightful end.

A confidential source at MoPIT confirmed to The Himalayan Times that the MoPIT leadership is mulling to bring Bhattarai to the ministry itself on charges of not cooperating with the MoPIT leadership.

Meanwhile, DoTM Director General Bhattarai said that he has also heard about MoPIT preparing to make a decision to this effect. “However, I have neither been informed about such a decision nor received any official letter from MoPIT.”

Minister for Physical Infrastructure and Transport Raghubir Mahaseth, however, did not respond to phone calls made by THT..

Meanwhile, MoPIT officials seem to be divided over the issue of transferring Bhattarai.

“There is no reason to transfer Bhattarai as his performance at DoTM has been good and he has played a major role in ending the transport syndicate system. This is not the right time to transfer him,” opined Madhusudan Adhikari, secretary at MoPIT, and confirmed that the MoPIT leadership has not officially decided to transfer Bhattarai till today evening.

However, Adhikari refused to comment when asked if MoPIT was planning to remove Bhattarai from his post at DoTM in the near future.

In coordination with the Ministry of Home Affairs (MoHA), Bhattarai has adopted ‘zero tolerance’ policy against syndicate system in the public transportation sector. As a result, transport entrepreneurs are not attending any meeting called by DoTM and are avoiding contact with him, as per Bhattarai.

Under the initiative and recommendation of DoTM, the Cabinet had decided to scrap all transport bodies (transport associations and transport committees) a month ago as they were not supporting the government’s move to end transport syndicate and had been avoiding paying taxes worth billions of rupees.

It was Bhattarai’s leadership at DoTM that opened new vehicle route permits that were controlled by transport bodies since many years.

Meanwhile, consumer rights activists have warned the government not to change the leadership of DoTM and urged it to focus on reforming the transportation sector.

“The government should facilitate DoTM leadership to completely end syndicate system in the transportation industry rather than making any transfers. Transferring any officials of DoTM in the present context is undesirable,” said Madhav Timalsina, president of Consumers’ Right Investigation Forum (CRIF).

Commercial banks say they cannot expand to 38 local units

Though Nepal Rastra Bank (NRB) had given a deadline of this fiscal to commercial banks to expand their branch network to all the local bodies in the country, the commercial banks have said that it will not be possible to expand branch network to 38 local units citing lack of basic infrastructure and the dispute related to location of the headquarters of the local bodies.

According to Nepal Bankers’ Association (NBA), banks are reluctant to establish branches in two municipalities and 36 rural municipalities as they have been facing challenges like lack of suitable houses, internet and telephone connectivity, electricity and security. On the other hand, banks are facing shortage of skilled manpower to deploy them to the new branches.

Banks have already opened branches in 507 local bodies and another 208 local bodies will be covered within the end of this fiscal, as per Gyanendra Dhungana, president of NBA.

Of the 38 local bodies where the banks say they cannot establish branches, 11 are located in Province 1, seven each are in Province 3 and Province 6, nine are in Province 7, three in Province 2 and one in Province 5. Banks have opened branches in all the local bodies of Province 4.

Narayan Prasad Paudel, spokesperson for NRB, said that the central bank has already allocated the banks to establish branches in local bodies. The monetary policy of this fiscal has also announced some incentives to encourage banks to open branches in rural areas.

Banks have complained that the lack of internet services is the major challenge for them and many of the branches depend on VSAT internet. Nepal Telecommunications Authority has said that it will take one more year to provide access of broadband internet in each local unit.

The government has asked banks to set up branches in the local units as the government’s payments, including social security, will be done at the local level through banks.

Meanwhile, the Sakchyam Project funded by the UK Aid has provided grant to 14 commercial banks to set up bank branches in 57 local units of 19 districts today.
