Central bank seeks changes in foreign employment services

Nepal Rastra Bank (NRB) has suggested the government to review the provision of ‘free visa, free ticket’ for foreign employment services.

“The provision of ‘free visa, free ticket’ for foreign job-seekers must be reviewed and a new criteria must be introduced,” said a study made by NRB.

Nepal has been sending workers to Malaysia, Qatar, Saudi Arabia, United Arab Emirates, Kuwait, Bahrain and Oman under the ‘free visa, free ticket’ provision.

The study has also suggested that the government must maintain diplomatic agreements for foreign employment services with the governments of labour destinations. “It is necessary to properly manage and build the capacity of the staffers at the Department of Foreign Employment, establish necessary infrastructure and reduce the pressure of labour approval,” the report adds.

The study has urged the government to keep an eye on manpower agencies so that they adhere to the basic principles of foreign employment as stated by the country’s laws. It has also stated that manpower firms must maintain good governance and their institutional capacity must also be strengthened. “The manpower agencies are not registered as public limited companies but it is necessary that they practise good governance.”

The report has also mentioned that if a manpower company issues a fake contract letter to a worker, the concerned firm must be held liable for the loss that the worker faces.

The NRB study has also suggested that the manpower companies must be transparent regarding their income and expenses, must flow the actual information to the public, establish a board of directors, and ultimately convert to a public limited company.

The study has also urged the government to motivate and encourage foreign migrant workers to go for overseas jobs through genuine manpower companies. The government should also ask labourers going abroad to be aware of the hiring company in the destination, the report adds. “Looking at the current trend, one out of five workers who go abroad does so through illegal channels.”

The NRB study has also suggested the Ministry of Labour, Employment and Social Security to classify and rate the manpower companies as per their performance.

“The government must rate the manpower firms in terms of number of workers sent, income of the manpower company, and the labour and financial condition of the hiring company that the concerned agency has sent workers to,” the report says. It has also urged the ministry to take into account the grievance handling procedure of the manpower company.

The study has suggested that if a company has a poor rating, it must be given one opportunity to improve and if it does not do so then its licence must be revoked.

The study has criticised the government’s system of only keeping data of foreign workers who go abroad but not of those who return to the country. It has also suggested the government to develop a new software to maintain its database and to also develop an online portal and apps so that foreign job-seekers can update themselves regarding job opportunities and foreign employment laws of Nepal and the destination country..

The NRB report has also urged the government to diversify the destinations in terms of sector, work and experience of the workers. It has also asked the government to look into the fees that are being charged from Nepali migrants for remitting home their income.

NAC board okays purchase of two narrow-body Airbus aircraft

The meeting of the board of directors of Nepal Airlines Corporation (NAC) – the national flag carrier – has approved the purchase of two 158-seater narrow-body Airbus-320 aircraft for the company on Monday.

The NAC management had recently forwarded a proposal for the purchase of the two narrow-body planes to the NAC board and it was approved by the board of directors, according to Rabindra Shrestha, spokesperson for NAC.

“We have been given a go-ahead by the board of directors to start the process of issuing a global tender to buy the aircraft.”

Earlier, NAC had formed a study committee to look into the feasibility of buying two narrow-body aircraft. The committee had submitted its final report in March, which stated that NAC could further enhance its services to foreign destinations with the new planes.

“We have a plan to acquire the two narrow-body Airbus planes before the end of 2019. We will soon publish a global tender for the purpose,” added Shrestha.

NAC already has two aircraft of the same make in its fleet.

Currently, NAC has been flying to New Delhi, Bangalore, Mumbai, Kuala Lumpur, Bangkok, Hong Kong, Doha and Dubai. After acquiring the new aircraft, NAC plans to add more destinations to its schedule.

“The study committee had suggested NAC that the demand for the national flag carrier had been gradually increasing and the corporation needed to add more aircraft to its fleet to maintain that momentum,” informed Shrestha.

At present, NAC has been providing its service to international passengers through one Boeing 757 and two Airbus 320 narrow-body aircraft. Meanwhile, it is scheduled to take delivery of two Airbus 330-200 wide-body aircraft by July. The first one is expected to be delivered by June 27, whereas second aircraft is expected to be delivered a month after the arrival of the first one.

“After receiving the first aeroplane, we will start the process to obtain Air Operator Certificate from the Civil Aviation Authority of Nepal,” he stated.

West Indies tops FDI inflow

Nepal received a total of Rs 137.6 billion in foreign direct investment till mid-July 2016, with Rs 62.78 billion (45.6 per cent) investment coming from West Indies — a cluster of island countries considered as tax havens.

A first of its type report on the stock of FDI in Nepal unveiled today by Nepal Rastra Bank revealed that the largest amount of investment was brought in from West Indies out of the 39 countries that had FDI in Nepal till mid-July 2016. The entire amount of FDI to Nepal from West Indies, which is the sum of the paid-up capital, reserves and foreign loans from the direct investor, was in the services sector, according to the NRB report.

Such investment from West Indies in Nepal stood at Rs 46.3 billion till mid-July 2015, which accounted for 43.6 per cent of the Rs 106.17 billion FDI inflow in the country till the time.

Investment Board Nepal officials said Nepal had received a large amount of investment from West Indies in telecom and hotel sector since 2012.

As per the NRB report, India and China were in the second and third positions, respectively, in terms of FDI inflow till mid-July 2016. While FDI inflow from India was Rs 27.25 billion, accounting for 19.8 per cent of total FDI inflow, investment from China was at Rs 10.84 billion and accounted for 7.9 per cent of the total FDI inflow. Singapore, Ireland, Australia, South Korea, Bangladesh, the United Kingdom and the United States were the other top nations recording highest FDI inflow in Nepal in ascending order.

Among the top 10 countries for FDI inflow, India, China, Singapore and South Korea had the highest investment in the industrial sector, while the remaining countries had the investment in the service sector, shows the NRB report.

As per the NRB report, the Rs 137.6 billion FDI stock in Nepal till mid-July 2016 was an increment by 29.7 per cent as compared to FDI stock till mid-July 2015. Similarly, the mid-July 2016 FDI stock figure was 6.1 per cent of the country’s gross domestic product, which was five per cent of GDP in mid-July 2015. “The increase in the stock of FDI was mainly driven by the uptick in reserves over the previous fiscal year,” states the report. The reserve stood at Rs 90.95 billion in mid-July 2016 as compared to Rs 68.35 billion in mid-July 2015.

However, India had the highest FDI in Nepal in terms of paid-up capital owned by foreign partners. As of mid-July 2016, the paid-up capital of Indian-invested firms was recorded at Rs 11.2 billion, followed by China (Rs 7.3 billion), Singapore (Rs 3.5 billion), Ireland (Rs 3.1 billion) and South Korea (Rs 2.8 billion).

KATHMANDU: International Referee Shankar Gautam has been picked up to conduct the matches of the World Veterans Table Tennis Tournament slated for June 18-24 in Las Vegas, the United States of America.

More than 5,000 players from across the globe will participate in the biennial event.

Gautam, who is also the general secretary of Nepal Table Tennis Association, was also the referee in the previous edition of the championship held in Spain.

LALITPUR: Tribhuvan Army Club (TAC) and New Road Team (NRT) won the inaugural day matches of the Lalit Memorial U-18 Championship here at the ANFA Complex grouds on Tuesday.

TAC thumped Saraswoti Youth Club 4-0. Dinesh Henjan netted a brace in the second half after Sesehang Angdmbe had opened the scoring moments before the break, while Bibek Chaudhary also found the back of the nets against Saraswoti.
In another match, New Road Team came from a goal down to beat Machhindra Club 3-1. Sharad Rai put Machhindra ahead with an early goal in the 14th minute before Sahil KC and Binshal Chhetri scored in the space of two minutes to make it 2-1 for NRT.
Nirmal Ghising then netted the team’s third goal in the injury time.

Visit Russia for World Cup, but be careful, says anti-racism watchdog

MOSCOW: Soccer fans worried about racism or homophobia should travel to Russia for the World Cup, but take precautions because the host country is a “difficultenvironment“, the head of the European anti-racism watchdog FARE said on Tuesday.

The Russian Football Union’s anti-discrimination inspector has said the World Cup is a chance for Russia to show how open it is.

Yet continuing cases of racist abuse in stadiums in the run-up to the tournament have put observers on alert.

“I think it is a difficult environment but the World Cup we are sure will pass peacefully, we hope,” Piara Powar, the executive director of the FARE anti-discrimination network, told Reuters in an interview in Moscow.

Russia pledged to crack down on racism ahead of the World Cup, which kicks off in Moscow on Thursday with an opening ceremony followed by a match between the hosts and Saudi Arabia.

Incidents at matches, however, have continued.

Russia was fined last month after racist abuse was directed at French players during a friendly in March in St Petersburg, which is one of the World Cup’s 11 host cities.

In April, fans with Russian premier league club CSKA Moscow chanted racist abuse at Arsenal’s black players several times during a Europa League match, according to a Reuters witness.

UEFA, the governing body for European soccer, said no racist behaviour had been reported to it by match officials at that game.

Powar said Russian football clubs and the Russian Football Union have taken their anti-discrimination work more seriously ahead of the World Cup. He praised work carried out in the last year by Alexei Smertin, the Russian Football Union’s anti-discrimination inspector.

“We’ve seen if not a reality change, then a better understanding and them beginning to meet the challenges that have been laid before them,” Powar said.

“The spirit of openness, we hope, will prevail but at the same time: take precautions. Understand that the LGBT community are not accepted in the same way as they are in many Western European countries or in many parts of the global North,” he said.

In April, Smertin said the World Cup is an opportunity for Russia to show how open it is.

“This is first of all a possibility to prove how friendly and organised we actually are… We can show how we treat everyone equally because football is – as I said – a unifying instrument.”

Powar said he had been disappointed after Egypt and Liverpool forward Mohamed Salah was this week photographed with Ramzan Kadyrov, leader of the southern Russian region of Chechnya where the Egyptian national team is based for the World Cup.

Kadyrov and his allies have been accused of widespread human rights abuses, including torturing and abducting homosexual men, allegations Chechen authorities have denied.

By being pictured with Kadyrov, Salah — whether knowingly or not — endorsed the Chechen leadership, said Powar.

“I think it will not overshadow the World Cup, but it’s something that stands already a couple of days before kickoff as an unsavoury incident,” said Powar.

NRB urged for ‘expansionary’ monetary policy

Stakeholders have suggested Nepal Rastra Bank (NRB) to bring an expansionary Monetary Policy for the fiscal year 2018-19 in the backdrop of the country facing the crunch of investment capital.

Citing that the country will require investment of over Rs 500 billion in the next fiscal year to meet its economic growth target of eight per cent, they said that an expansionary monetary policy will ensure supply of money in the market and control interest rates – both of which are crucial to achieving economic growth target and keeping inflation within the targeted 6.5 per cent rate.

“Amid lack of adequate investment funds, it will be tough for the government to achieve the targeted economic growth rate in 2018-19. In such a situation, the central bank should draft a monetary policy that is as expansionary as possible even if it adds to the inflationary pressure to some extent,” said Gyanendra Dhungana, president of Nepal Bankers Association (NBA), at an interaction programme organised by NRB today.

Meanwhile, Dhungana also asked the central bank to look into the possibility of scrapping the credit-to-core capital plus deposit (CCD) ratio limitation in the banking sector through the monetary policy citing that liquidity could be controlled even by maintaining the cash reserve ratio (CRR) and statutory liquidity ratio (SLR).

Other private sector representatives at the event urged NRB to addresses various lapses of the budget that have demoralised the business community through the monetary policy.

“Among others, the government’s policy to scrap VAT rebate system on different essential goods and the inability of the budget to ensure stability in interest rates in the banking sector are discouraging. The monetary policy should address these bottlenecks of doing business in Nepal,” said Shekhar Golchha, senior vice-president of the Federation of Nepalese Chambers of Commerce and Industry.

Kamalesh Kumar Agrawal, vice-president of Nepal Chamber of Commerce (NCC), said that the monetary policy should be expansionary and ensure production and supply of goods. Similarly, he also stressed on the need to limit interest rates on loans in banking sector within nine per cent, redefine productive and non-productive sectors and allow the use of high-denomination Indian currencies in the domestic market.

Meanwhile, Nara Bahadur Thapa, executive director of NRB, said that the monetary policy for 2018-19 will basically focus on accelerating the current economic growth momentum, narrowing down trade deficit, increasing the flow of loan to small and medium enterprises, controlling rising interest rate and increasing people’s access to financial services.

“The market is already witnessing inflationary pressure and it will likely increase in the next fiscal year. The monetary policy will be prepared by adopting cautious measures to control inflation,” said Thapa.

Addressing the event, NRB Governor Chiranjibi Nepal said that the monetary policy will be supportive to the budget’s target of achieving eight per cent economic growth in 2018-19 and keeping inflation within 6.5 per cent.

“Nepal has witnessed an economic growth rate of over six per cent for two consecutive years despite political instability and frequent changes in government. As the country now has a stable government and the supply-demand situation is improving, the eight per cent economic growth target in 2018-19 is achievable,” said Nepal
